Issue

There is no clear unicity rules written for ExtRef (en CtrlRef) which lead to interoperability problem during IOP with a device defining multiple time the same later binding.

Proposal

identify specific unicity rules for ExtRef for:
- later binding: combinaison of intAddr, pLN, pDO and pDA shall be unique
- realized binding: combinaison of intAddr, iedName, ldInst, lnClass, lnInst, prefix, doName and daName shall be unique
