Issue

Indexed attribute definition indicates that SCT is not allowed to create reports with indexed set to false (only indexed reports can be created). It is not clear enough how non index reports are managed

Proposal

add clearly in the part 6 that if a device requires non-index report usage, it has to be managed by fixed reports defined in ICD
