NumCntRs: Why is in the case of these two LNs GSAL/IARC, the reset of the operation counters counted and not so in all other cases where we find operation counters?

NumCntRs is of interest for GSAL in the context of the reset of security violation counters. For IARC is of no interest (copy-and paste error)
