Is the counter OpCntRs used here really a security counter? If yes, the explanation should be changed as decided according to comment 041107-1. Otherwise, the explanation shall be aligned with the common logical node specification

Align explanation.

Discussion Created Status
The counter in IARC has the common specification as for all other Logical Nodes with the exception of GSAL. Therfore, the Status green is valid as voted. There was a mistake regarding teh numbering. The open conflict is between Tissue 96 und 148. 14 Aug 05 In Force (green)
