Issue: In "IEC 61850 Server Test Procedures v2p3 with TPCL1p5.pdf" the expected result for the test FtN1 is an error message "file-non-existent".
But this error message does not exist "IEC 61850-8-1 Ed 1".
From the Table 18 the error message should be for Ed 1 "filename-syntax-error".
Proposal: Update IEC 61850 Server Test Procedures with 2 possible error messages depending of tested Edition?

Expected result for Edition 1 "filename-syntax-error"
Expected result for Edition 2 "file-non-existent"

I agree with the fact that the ED.1/MMS combination should return the same error as ED.2 specifies.

Since the tissue has been posted to Ed1 as an Ed2 TISSUE - and Edition 2 has already solved the issue in specifying that the proper behavior is to respond with an MMS Service Error {file, file-non-existent}, this is here also the proposal.
The proper response to a FileOpen specifying a file that is not available in the file system is an MMS Service Error {file, file-non-existent}
