Issue

It is unclear whether LN instance values can contain non-digits.

The type of attribute "inst" in tLN is tLNInst in the text but "unsigned integer" in Table 17. The schema defines tLNInst as a restriction of normalizedString. This is a change from Edition 1 where the schema specified type unsignedInt

Proposal

Clarify type of tLNInst as either string or integer.

Preference is integer which allows parsing of LN name into prefix/class/instance.

The format for LN inst is defined in IEC 61850-7-2 as 'n numeric characters, n(+m) <=12'. This definition is reflected in the definition of tLNInst.
The text in table 17 will be adapted appropriately. Naturally, due to the length restriction also for the prefix, unsigned integer without leading 0 are recommended, but according to 7-2 not mandatory.
