Issue

The condition in grey box says: "The following attributes shall only be available if their support is explicitly stated in the definition of a compatible LN class, for example, in IEC 61850-7-4."

In 7-4 Ed2 there is one LN class (LLN0) that supports these attributes like Log and LogControlBlock. If another name space wants to define the use of these attributes in, e.g. LN STMP, does this require a new LN Namespace? How can this (STMP with LogControlBlock) be specified in SCL?

The condition "explicitly stated in the definition of a compatible LN class" is not defined in IEC 61850 - because it is not defined what a compatible LN is. 7-4 has the term "compatible" in use, but it is not defined that any other LN not in 7-4 could be called a "compatible LN".

Proposal

Clarify how formally a LN class (outside 7-4 Ed2) can be defined supporting the special attributes (Log, ...), and how the name space concept can be used to "define compatible LN classes". How can a "compatible LN class STMP" be specialized (extended) to support a LogControlBlock?

As now reassed in TISSUE 876, LogControlBlock, LCBs, are attributes of all GenLogicalNodeClass.
However, it is still a domain issue to define the LOG in the Compatible Logical Node Class definition. Therefore, part 7-4 TISSUE #902, reassesses the LogControlBlock, LCB as part of the CommonLN whereas LOG remains in LLN0.
Other domain may choose to add a LOG in other compatible logical class.
As for STMP class, it is still without LOG, and therefore adding a LOG forces a new name space, wehere the STMP compatible Logical Class is extended with new capabilties.
21 Aug 12 Ballot Period
IEC61850-7-4 LNClass STMP has a set of Control Block defined in Common LN. It can host: BRCB, URCB.
LNClass can be defined outisde 7-4. It gets there a lnNs definition that specifies where the logical node class definition can be found.
The STMP Class with the lnNs = IEC 61850-7-4:2007 does not support LogControlBlock.
This is the role of the name space owner to define which LN attribute are supported in the compatible LN Class.
Proposed change: none for 7-2 since it is already stated how to process. If clarification needed, then in 7-1, where the name spaces are explained.
