Issue

7-4: The LN LPHD comprises a Data Object "Sim" defined as "Simulated GOOSE values or simulated sampled measurand values will be used instead of original values since they are first received."

7-2:
18.2.3.8 Simulation
The parameter Simulation shall indicate with the value TRUE that the message and therefore its value have been issued by a simulation unit. The GOOSE subscriber will report the value of the
simulated message to its application instead of the “real” message depending on the setting of the receiving IED. The allowance for an IED to switch from acceptance of real messages to simulated
messages is specified by a data object defined in IEC 61850-7-4.

8-1:
S: simulated. When the bit S is set, the GOOSE telegram has been issued by a publisher located in a test device and not by the publisher as specified in the configuration file of the device. It is a simulated GOOSE.
Using the interface provided by the IEC 61850-7-4 LogicalNode Class LGOS allows a subscriber to either subscribed not simulated GOOSE telegrams or simulated GOOSE telegrams. For further information, see
LGOS Class in IEC 61850-7-4. The S bit mirrors the simulation attribute of the GOOSE Control Block that is used by the SendGOOSE service.

7-4 LGOS:
The LN LGOS shall be used monitoring of GOOSE messages. There shall be one instance of LGOS per GOOSE subscription for a given GOOSE source. It allows for instance to diagnose the subscription state of a GOOSE message.

The definition of Sim is wrong in 7-2 and inconsistent with 7-4 and 8-1. E.g., LGOS is a monitor function, not to decide if the subscriber accepts the simulated messages or not.
In 7-4 it is defined that the simulated messages are received first! What does not-first mean?

Proposal

I understand that you would expect a complete, clean and cosistent (fixed) definition here ... I would like to provide it ... some time down the road.
I hope that document 7-400 and 7-500 will help to understand the simulation model.
Maybe there are already some revisions on the simulation made during the UML modeling project.

I agree with Christoph statement. 8-1 should have stated that the LGOS is for monitoring whereas LPHD "aalows a subscriber to either subscribe not simulated GOOSE telegrams or simulated GOOSE telegrams". 12 Mar 12 Not Applicable
As far as I understand, 8-1 is wrong. as 7-2 mentions, a data object in 7-4 (LPHD.Sim) is used to switch to reception of simulated messages if available. LGOS indicates for a gin GOOSE messages if currently simulated messages are received instead of the real ones.

So I do not think, 7-2 is wrong ad incosistnt, but 8-1 is wrong and inconsistent
