Issue

It is stated that "Revision refers to a revision indicator. This indicator is required to differentiate revisions
of a specification between two versions. For Edition 2, the value shall be A."

It is not clear here that revision A (and only A) is optional in the namespace name (i.e., NamespaceID + ":" + version + revision).

Proposal

Clarify that revision A is optional in the namespace name. In other words, "IEC 61850-7-4:2007" is valid and the same as "IEC 61850-7-4:2007A".

Version and revision have been formally introduced in Ed. 2.
Ed. 1 states that the namespace name for the first edition of the IEC 61850-7-x series is IEC 61850-7-x:2003, meaning the version is 2003 and the revision is unknown.
Ed.2 namespace name is IEC 61850-7-x:2007 or IEC 61850-7-x:2007A, meaning the version is 2007 and the revision is A. For all subsequent revisions, the version is B, C, … and is mandatory. 		16 Mar 12 Discussion (red)
