Issue

The last two values "Inconsistent-parameters" and "Locked-by-other-client" have the inverse order of the one specified in the enumeration declaration in the normative Annex B of IEC 61850-7-2, and table 53/54. Part 8-1 IS is aligned with both tables.
The Annex B is only relevant for tracking and could easily be aligned to be consisten with 8-1 and both tables.
