The enum "ctlModel" in part 6 is spelled "CtlModels" in part 7-3, (while the attribute name in part 7-3 for controllable CDC is ctlModel)

The part 6 became a standard before part 7-3 was ready. Observe that the part 6 use of ctlModel is informative only, and an appropriate hint is at the start of Annex B defining the enumeration types.
Part 7-3 introduces a new type naming philosophy in the context of the still ongoing work to use UML for describing all IEC 61850 data models. The important part is that the normative strings for the enumeration values are for backwards compatibility reasons only changed if they were previously erroneous.
