728   BRCB: could PurgeBuf be set when RptEna=TRUE?

Issue

There are some conflict in the standard on whether the value of PurgeBuf may be changed or not when RptEna = TRUE.

1. In IEC61850-7-2 Ed2.0,P97 17.2.2.5, the following descriptions are there
RptEna:
While in the state enabled, no changes of attribute values of the BRCB shall be allowed except triggering a general-integration.

According to this, no attribute value could be changed except "GI". So the PurgeBuf should not be changed.

2. But according to the table37, Attribute PurgeBuf does not have condition c1 or c2, which means PurgeBuf is not forbidden to be changed while the RptEna = TRUE.

Proposal

Decide whether PurgeBuf could be changed when RptEna=TRUE, then modify the standard accordingly with one of following way:

1. Change the statement in 17.2.2.5 with "BRCB shall be allowed except triggering a general-integration or purging the buffer.", indicates purgeBuf can be changed at any time.
And also change the Figure 24 state machine accordingly.Or

2. Add the c2 should be added to the PurgeBuf line, which indicates the PurgeBuf may only be set when RptEna = FALSE.
