My proposal is to implement the Value "0" for AutoRecSt, and this means "others".
There are cases where RREC is not "ready (1)", is not "in progress (2)", is not "successful (3)" and is not "unsuccessful (4)".
For instance if the circuit breaker is not ready to close.
It would be of benefit to have the possibility to issue the "zero value", otherwize it is unclear what RREC should declare.
Several other logical nodes (RFLO) have this possibility already (FltLoop for instance).

Please check if this tissue is still valid in edition 2 of IEC 61850-7-4. If your opinion - YES, than please create a new adapted tissue in section "Part 7-4 (2010; Edition2).
