Issue

LCCH.Fer has CDC INS, while ITPC.Fer has CDC MV. However, the relation of data object name to CDC should be unique. Furhteron, the calculation algorithm for LCCH.Fer is defined, while that of ITPC.Fer is left open

Proposal

Change the name of LCCH.Fer and LCCH.RedFer to FerCh and RedFerCh respectively, and add them to clause 6 with the detailled description as contained in LCCH.
