Issue

The default value of index should be FALSE and not TRUE. This would provide backward compatibility with Edition 1.

Proposal

The default value of index should be FALSE and not TRUE. This would provide backward compatibility with Edition 1.

Additionally, there needs to be a clarification in regards to the expected object construction if MAX is not present.

Discussion Created Status
According to the edition 2004-03 of IEC61850-6, clause 9.3.9, text after table 23, the backwards compatible value of index must be TRUE. Further on the SCL schema defines that, if max is missing, its default value is 1, i.e. exactly 1 RCB is provided. This means that for a schema aware SCL processor max can not be missing... 20 Dec 07 Not Applicable
