Issue

GAPC should be used to model in a generic way automation function not covered by LNs A,C,M,P,R. But GAPC contains the mandatory objects Str (ACD) and Op (ACT) which cannot be used for non-protection-related automation functions.

Proposal

Set Str/Op to "Optional" (O).
