Issue

The text does not make it clear that "Data" is a Primative, not a Constructed, and as such is not further ASN.1 encoded. This is confusing as the identically named item "Data" in GOOSE frames, which has a similar function, is a Constructed.

Figure A-3 "Example for an ASN.1 coded APDU frame structure" does show the tag for data coded as a Primative (code is 87), and neither tag nor length fields are actually shown within Data, but Annex A is informative, not normative.

Proposal

Expand the text in Table 13 NOTE 1 to explicitly state that Data is encoded as a Primative and as such its members are not further ASN.1 encoded.

in principle accepted. The Figure A.6 already display the values which do not include complex data type, only primitives.
since the encoding for the basic data types has been done in order to avoid ANS.1 encoding in the Data element, only FCDA primitive dataSetMembers are supported here.
