Issue

Deadbands are defined as fractions of (max-min). The max and min values are exposed only in the "rangeC" attribute. the "rangeC" attribute has 4 mandatory limit attributes in addition to the max and min attributes needed to deadband values. This forces servers to implement the four additional limits which are of questionable use if they desire to implement deadbands.

Proposal

Change the 4 limits from mandatory to optional: hhLim, hLim, lLim,and llLim.
