Issue

In order to have IEC 61850 devices interoperate in general manner it will be better to include the complete name of the SCL (ICD) file to be included as an additional data inside LPHD. This will enable the clients to just establish the communication with the server, read the corresponding tag (LPHD) which is indicative of the SCL filename & obtain the SCL file automatically from the server.

Proposal

Add a additional DA 'sclFilename' inside LPHD which is of type VISIBLESTRING255 and made as mandatory.

Discussion Created Status
1. The issue of 61850 is mainly COMMUNICATION interoperability. Therefore the focus of SCL is on Communication configuration. There are other configuration issues on an IED outside the scope of 61850.
2. Most information contained in an ICD file can be retrieved by browsing the IED with directory services.
3. The issue of loading / retrieving IED configuration files will be taken up in the next version of IEC61850-7-2. Please comment the CDV scheduled for October of this year.

The major problem which the standard does not address is that, at present there is a requirement of separate and specific tools for configuration of each IEDs since all the IEDs follow proprietory format for storing the data. The specific tools are necessary to convert it into the required SCL formats.function(a, b) {

}Since interoperability is one of the key consideration of standard, we should able to configure (or obtain configuration of) any of the IEDs using any tool. The requirement of SCL file transfer scheme need to be made mandatory for any device for achieving the same.

It is not foreseen from IEC61850 that an ICD file resides on an IED, because an ICD file describes an IED type, while a physical IED always is an instance. It is however foreseen that a CID file can be hold on the IED, and the SCL control block holds the reference to this file. For more details see IEC61850-8-1 annex D. 25 May 07 Discussion (red)

Data attribute of type VISIBLESTRING255 could belong to CDC DPL or LPL (Part7-3). There you could use the attribute d/dU (Description).
I prefere to use d/dU in DPL as it is as a local (implementaion-defined) issue.
