Issue

The chapter "File transfer" is the only part of IEC 61850-7-2 describing a model where the title is not ending by the word model.

For example: there are the "SERVER class model" or the "CONTROL class model" but not the "File transfer model".

Proposal

Replace "File transfer" by "File transfer model" in the title for chapter 20.

In addition, to avoid a repetition, replace "File transfer model" by "Introduction" as title for §20.1.
