Issue: The use of the data-reference Optfld should be removed as an option. In reports, it only increases bandwidth utilization and adds no additional benefit to the client.
Proposal: Make the current data-reference Optfld bit reserved and indicate that regardless of the value set, no data-references should be returned in the Reports.
This is an Edition 2 issue.

Possible solution could be to declare data-reference DEPRECIATED, thus discourage it's usage, and remove it in some future edition. This is common practice in some standards and interface definitions. To maintain consistency, the same has to be applied in Part 7-1->14.2

We are currently using the 'data-reference Optfld' bit for 'ReportControl' in the Ed.1 version. Suppress it would raise some interoperability issues.
