Issue: EntryTime maps to MMS BINARY-TIME, but the timezone for MMS BINARY-TIME has never been clear (local or GMT). This has caused confusion in many existing MMS applications.
Proposal: This clause should clearly state that EntryTime is based on GMT.

I agree that the time basis for EntryTime should be GMT. The following sentence should be added in F.1 and 8.1.3.7
"The MMS TimeOfDay epoch began at 0 hours on 1 January 1984 (MJD 40 587). Times measured are designated in this standard as MMS TimeOfDay milli-seconds GMT and TimeOfDay days GMT, and represent offets from the epoch."
