Issue

DATA-SET class definition does not specify which of FCD or FCDA must be able to be specified in an SCL-configured Dataset. This causes inter-operability problems.
If you refer to 7-2 Figure 11, part 6 ALLOWS dataset DSMemeberRef to be MMXU1.PhV[MX] or MMXU1.PhV.PhsA[MX] for FCD contents as well as MMXU1.Phv.PhsA.cVal[MX] and MMXU1.PhV.PhsA.cVal.mag.f[MX] for FCDA contents.
If, for example, a server allows configuration of MMXU1.PhV.PhsA.cVal.mag.f[MX] but client allows only configuration of MMXU1.PhV.PhsA.cVal[MX], then they will not interoperate.
Also, devices which do not accept any type of FCD or FCDA as a DSMemberRef risk being non-interoperable.

Proposal

Specify in Table 21 that an IED which claims variable datasets (either via SCL or CreateDataSet) allow possibility of ANY valid FCD or FCDA definition.

The following text has been added:

An IED which claims to support dynamic creation of datasets (CreateDataSet) shall be able to receive (as a server), send (as a client), and process (as a server or as a client) any valid FCD or FCDA definition contained in the CreateDataSet request. An IED which claims to support configuration of datasets (via SCL) shall be able to process (as a server or as a client) any valid FCD or FCDA definition contained in the corresponding SCL file.
