Issue

There is a global problem in the parameter definition for the class model services in 7-2.
Only very few parameters have there type formally referenced (e.g. the parameter File-Data of service GetFile has a type clearly mentionned).

Proposal

At least, it should be written somewhere that "by default each parameter type name is derived from the name of the associated parameter except when it is locally specified more precisely something else.".

IEC 61850-7-1 introduces the concept of the service tables used in 7-2. See clause "13.3 Service tables" which states:

"... The service tables of the services defined in IEC 61850-7-2 do not show all parameters required in concrete interface implementations; for example the parameter “association” or “retransmission time” are not depicted in the abstract service tables. These tables are abstract – local issues and concrete protocol issues are not shown. These specific issues are not required to understand the semantic and behaviour of the service." 		06 Jan 07 Not Applicable
