Current text defines:
"Disable subEna and set subVal, subMag, subCMag, subQ and verify that the substituted values are not transmitted when subEna is disabled and are transmitted when subEna enabled (IEC 61850-7-2 Subclause 12)."
The transmission is not the issue here, but the update of the process values!
Proposal
Change text to:
"Disable subEna and set subVal, subMag, subCMag, subQ and verify that the substituted values are not updated with the values set when subEna is disabled and that they are updated when subEna will be enabled (IEC 61850-7-2 Subclause 12)."

Status
The only way to verify if values are updated is, to transmit them to a verification client (by reading, or by reporting). So, the old formulation is better.
