Issue

Controllable Value in 17.5.2.2 is weak defined. Not all Value (DataAttributeValue) are controllable (FCD is missing).

Proposal

Value should be renamed DataAttributeValue(1..n) as in 10.4.3.2.2 referenced by FCD with FC = CO. FC is necessary because only DataAttributeValue of FC = CO can be controlled.

Change the attribute Value in all tables 17.5.3.2 accordingly to DataAttributeValue(1..n).

I believe that this is not correct. All future LNs may not require a CDC that includes CO. 14 Sep 06 Triage
