Issue

Any modification of a configuration value inside the report control block shall purge the associated buffer.
It shall be accordingly defined

Add the write specification.

A note c1 has been added in the BRCB class definition:
"c1: These attributes may only be set when RptEna = FALSE. If a SetBRCBValues service is executed against these attributes, the implementation shall execute a purge of the buffered events as if PurgeBuf had been set to TRUE."
It concerns the attributes:
RptID, DatSet, BufTm, TrgOps, and IntgPd.
Only a change of value lead to purge, and not while setting the same value
