Issue

An interval meter (e.g. MITV as drafted in 61850-420 by WG17) needs to be developed, in coordination with TC13 and their standard based on ANSI C12.19. An initial attempt at a UCA standard was developed by Marty Burns in an ASHRAE report 1011-RP. Interval meters (energy and demand for every period, e.g. every 15 minutes, 7-days a week) are needed for Time-of-Use and Real-Time Pricing for DER and for customers.

Proposal

The draft LN MITV in 61850-420 should be used as a base, with input and comments by TC13 and metering experts.

To check if this LN is of general interest as claimed in the CDV of IEC 61850-420 and if its purpose can maybe covered by a set of existing LNs like MSTA, the source documents (especially the ASHRAE report) has to be analyzed.
