See also Tissue 296 to Part 6. It is not specified how TCPKeepAlive time is specified via SCL.

Proposal

Specify that the timeout attribute of the SCL Server element shall be used to specifiy the TcpKeepAlive time.

TCPKeepAlive is a configuration parameter, whose limits are determined by the operation system, and whose value is manufacturer specifc and documented in the PIXIT. It is a communication level parameter and NOT intended for application supervision. Therefore it is not needed and mostly even not possible to configure it from outside, e.g. by SCL.
To make this issue clear, this will be documented in 8-1
