Issue

The Entry definition contains a first condition:

IF report-time-stamp = TRUE in optFlds

THEN TimeOfEntry shall be included

That is wrong because the report time stamp has no relation with the TimeOfEntry.

Proposal

Revise the condition as follows:

IF entryID = TRUE in optFlds

THEN TimeOfEntry shall be included

For both buffered and unbuffered reports, the TimeOfEntry is included in the report if report-time-stamp = TRUE in optFlds.
