Issue

Part 8-1 defines LastApplError to have component named Error and its ENUM values. It is however not defined how these values should be used.

The text should be modified to indicate:

TimeOut Test Not OK shall be returned if a TimeActivated Control CMD is issued, with TEST=TRUE, and the operation fails.

Operator Test Not OK shall be retunred if an OPER control CMD is issued, with TEST=TRUE, and the operation fails.

When to use LastApplError is defined in IEC 61850-7-2. In 61850-7-2, this is detailed as AddCause.
