In MMXU, there is no statement regarding A, PhV and PPV, that they are representing rms values. In MMXN, this is stated.

Values of MMXU of CDC WYE/DEL can have two meanings:
- with angle present they are phasors and the attribute mag represents the maximum value of the sinusoidal waveform
- with angle not present, they should represent rms values.

No, the semantical meaning is not changed (phase values at the same time), however the pragmatic as indicated already in the definition of WYE/DEL and Vector! Else these definitions have to be changed. 02 Dec 05 Discussion (red)

as far as I understood, these are WYE / DEL CDCs in MMXU, which can be based on vectors also - so it is only RMS in case that there is no angle used. This could already be defined in 7-3, because it is inherent to the CDC definition! For MMXN, which uses MV instead of vectors, this is different. 18 Nov 05 Discussion (red)
