Issue

The paragraphs illustrate very basically the usage of Beh during test.
During InterOp it was noticed that the "test/blocked" behavior is offering limited test capability when performing protection testing.
Usage of test/blocked can allow to measure the transmission time to the breaker.
But the subscribing protection (autorecloser, breaker failure, pole discrepancy, …) need to receive an updated position to proceed with further protection measures.

Proposal

Consider updating 10-3 with regard to usage of Beh test/blocked, and consider updating the clause to indicate that in case of test, when the breaker is in test/blocked, the subscribers IEDs need most likely to be in simulation state and get a breaker position after a trip that match the scope of the test from the breaker simulator.
