Issue

The conceptual specification indicates:
"The sample rate (data attribute smpRate of a configurable data) determines how often the value shall be sampled."

1) SAV CDC does not contain a data attribute smpRate
2) The Txxx.SmpRte data object indicates how often the value has beeen sampled.
3) the MV/CMV.smpRate attribute inidcates how often the sample has been observed for actualizing the inst component.

Proposal

Modify the clause 6.4.3.1 to indicate that:
The Txxx.SmpRte data object indicates how often the value has beeen sampled.
