Despite Tissue #204, setting attributes of FC=SG do not have a trigger option.
Changing a setting value of FC=SE will not be reported (ok).
When changing the active setting group, the values of all settings of FC=SG will be updated. Due to the fact that these attributes do not have trigger options, the coming active of different setting values due to a change of the active setting group cannot be reported.
Proposal
Add the trigger option 'dchg' to attributes FC=SG.

Propose to add clarification in STS that the serviceType "SelectActiveSG", "SelectEditSG" or "ConfirmEditSG" shall be used as well when those activities were initiated not using IEC 61850 service but local means like through the HMI of the IED.
