Issue

As Calendar Time is currently defined in clause 6.10 of part 7-3, we don't consider it possible to configure the time change for Chile and Fiji.
The rules for such time changes are defined at https://data.iana.org/time-zones/releases/tzdata2022c.tar.gz as follows:

In other regions the change is on the Sunday after or equal to day 1, 8, 15 or 22 and in these cases there is no problem as it can be configured with occPer Year, occType WeekDay and occ 1, 2, 3 or 4 respectively. However, when the change is on Sunday after or equal to day 2 or day 12 we do not see any possible way to configure it.

Proposal

We propose to modify the definition of Calendar Time to be able to configure these cases.
For example, a new occType WeekDayGE could be added for the case "day of the week" after or equal to X day. This new occType would be configured with occPer Year and the parameters <weekDay>, <month>, <day>, <hr>, <mn> every year.
