Need to clarify how to interpret ConfSG

Proposal

adding service ConfSG imply:
- ability to modify by SCD the values of a SettingGroup values
- ability to update attribute SettingControl.numOfSGs to reduce the number of used groups

I would suggest to keep only proposal to clarify meaning in service section as an update for next amendment and think about addition of a new mechanism in next edition which is a bigger evolution requiring also backward compatibility management.

So, the mechanism to have maxNumOfSGs could be added to redmine as a WG10FutureWork and keep this tissue to update the service SettingGroups as per 05 Oct comment

The solution proposed 05 Oct 22 (Marked with status Approval(Editorial)) does not allow SCL file to "remember" the value from the ICD file and therefore does not provide a mechanism to later increase numOfSGs after decreasing them.

One suggestion would be require that the SCT create a new optional attribute containing the value from ICD file whenever numOfSGs was decreased. SCT would never be allowed to modify this new attribute value but could use it to later increase numOfSGs.
One issue could be that ICT would refuse the SCD file because it contained an attribute prohibited in the schema declared in originalSCLxxx attribute.

Second suggestion is to not allow SCT to reduce the count of numOfSGs.
