Issue

This clause makes no difference between a client disabling a report (turning it off) and communications being lost. Hence, an implementation where reports are still buffered after the client has disabled the BRCB is compliant with this clause. From our point of vue, reports should be buffered after a loss of communication but not if the client had forced the disabled BRCB state.

If the client has disabled the communication, then it knows this and knows if afterwards it needs the buffered reports or not. So, if buffered reports are NOT needed, it can discard them before re-enabling the BRCB. On the other hand, if it wants e.g. periodic measurands whithout being permanently online, it can just disable and reenable the BRCB without purging the buffer.
