Issue

UCA TPWG has raised the question of whether online updates require the ICT to produce an IID and cause a round-trip and redistribution of SCD file.

Proposal

Proposed solution: clarify that this is not required. While consistent configuration is Very Good, forcing an update of the system has risk and cost.

Also, there is then a question of the value of impacted confRev. If the online change is required to update the SCL, then what should confRev be incremented by?

If this is desired, setting all CF to "Conf" and making the changes at ICT seems a better solution.

The part 6 ed 2.1 section 5.4 "IED Modifications" state that the process to treat IED modification is related to engineering process, no process related to online modification.

Integration of online modification is out of scope of SCL engineering.

Then it is up to the system engineer to decide if the value update have to be reflected into the as build system description and then can enter the modification in the ICT and generate then the IID to integrate in the system.

Then, the lifetime management of the device outside the engineering process is more related to system management (61850-90-16) and/or project management (61850-4), and should be discussed wider than only SCL.

I propose to discard this tissue.
