Issue

Am1 consolidated document is missing identifying goID ASN1 production as optional as it has been in all previous versions of 61850-8-1.

The Amd document does NOT specify removal of "optional" but the consolidated document now incorrectly indicates that goID is mandatory in the GOOSE PDU. This seems a simple copying error.

Proposal

Change in the consolidated document:
"goID [3] IMPLICIT VISIBLE-STRING,"
to
"goID [3] IMPLICIT VISIBLE-STRING OPTIONAL,"

Proposed change:

The presence of the goID service parameter in a publisher conformant to the Ed2.1 shall is mandatory in the IECGoosePdu.

A Subscriber that does not receive a GoID from a publisher conformant to a previous version of the standard, shall assume that it is equal to the default GoID value defined in 18.1.1.1.1

The ASN.1 Production shall be modified to fullfil the backward compatibility of Subscribers:
