Issue

One of the main advantages of 61850 is self-description. However information about enumerations is available via SCL-file and is not available online via MMS.
When a client writes a new value to ENC or ENG it must receive information about possible range and meaning via external means.
I propose to add new data attributes.

Proposal

I propose to add following data attributes:
minVal - minimum value
maxVal - maximum value
dUValue1 - description of 1st value in UTF-8
dUValue2 - description of 2nd value in UTF-8
dUValue3, 4 ... - description of next values in UTF-8
