Issue

The max for ConfReportControl is the maximum number of instantiable report control blocks instead of the maximum RCB types. The number will take each RCB Type RptEnabled max number into consideration. According to table 24, a missing RptEnabled element within an ICD file indicates that this value shall be set by the system configurator within the limits defined by the COnfReportControl and DynAssociation element's max attribute.

Can you help to explain the following situations please - let us assume that DynAssociation max = 5, ConfReportControl = 40, and there is no fix attribute for RCB and no existing RCB is defined in the ICD, and the indexed is true:

1) what is the maximum possible value for RptEnabled->max?

2) Can the SCT create 10 RCB type with RptEnabled max=1, and another 2 RCB type with RptEnabled max = 2?

3) Can the SCT create 1 RCB type with RptEnabled max = 40?

3) If situation 2 and 3 are allowed, but server actually only supports up to 8 RCB types with the maximum value for RptEnabled-> max equal to 5, how will SCT tool know this situation except from PIXIT documents.

Fully agree with the analysis.

As stated in Table 11 for ConfReportControl service, if no value of report settings is fix, the SCT is allowed do what he want until it is following restrictions presented before.

So if an IED is not able to support free allocation of RCB, the ICD have to preconfigure RCB to respect the internal limitation

If the server "only has the capability to have 8 SCL.ReportControl with RtpEnabled->max up to 5 for each SCL.ReportControl" then it will declare that ConfReportControl.max =40.

And therefore, SCT may therefore defined 40 SCL.ReportControl with RtpEnabled->max = 1.

That means a server shall be flexible to support any specification up to ConfReportControl.max =40.
A server is not allowed to "only have the capability to have 8 SCL.ReportControl with RtpEnabled->max up to 5 for each SCL.ReportControl"

If you want to do so - preconfigure the 8 SCL.ReportControl with RtpEnabled->max up to 5 in the ICD.

As 3) is not allowed and 2) is allowed, then

4) If there is no pre-configured RCB in the ICD file and if a server only has the capability to have 8 RCB types with RtpEnabled->max up to 5 for each type, how will SCT tool know this limitation? Of course we can add a extra information in the PIXIT, but is it worth to add one more attribute to indicate this limitation?

1) the most sensitive maximum RptEnabled->max ist DynAssociation->max as long as it is within the limit defined by ConfReportControl..

2) yes, since it makes 10*1 + 2*2 = 14 < ConfReportControl = 40

3) no, as mentioned in part 6, table 24 - "within the limits defined by the ConfReportControl AND DynAssociation element's max attribute.
