Issue

Interoperability issue can arise if IED refuses ACSI associate based upon MMS-Services-Supported. For example, if a server supports buffered reports but client does not claim support for MMS “informationReport” then interoperability is still possible if the client never enables a report in the server. A similar issue exists with server supporting obtainFile but client not supporting fileOpen.

Proposal

Add text to clause 10.2.2.1 (Associate) “an IED shall never refuse an Associate request based upon MMS-Services-Supported.”
