Issue

The nameplate extensions are defined using CDC VSD, which is not available in IEC 61850-7-3:2010. As the 7-3 Amd1 (Ed2.1) was not in CDV stage yet when 61869-9 was about to be published, the proper (future) reference was not allowed by IEC at that time.

Proposal

Replace the normative reference to IEC 61850-7-3:2010 by either a reference to IEC 61850-7-3:2010/AMD1:2020, or by an undated reference (if possible; any reference to specific clauses of 7-3 would have to be deleted as per IEC rules).
