Issue

Data Model namespace declarations for extensions by product standards have been clarified in the Ed2.1 amendment of IEC 61850-7-1. The concluded approach is machine processable and takes the presence conditions and rules defined by the product standard into account.
This is not covered yet by the current sentence "The value of dataNs data attributes of these extended data objects shall be “IEC 61869-9:2016”. "

Proposal

Replace the second sentence in the first paragraph:

The value of dataNs data attributes of these extended data objects shall be “IEC 61869-9:2016”.

by the following statement:

In accordance with IEC 61850-7-1, the data model namespace shall be declared in TVTR.NamPlt.lnNs as “IEC 61869-9:2016”.

IEC 61850-7-1 Ed2.1 clause J.8 (normative) prescribes the declaration of lnNs as "IEC 61869-9:2016", in order to account for the presence conditions of the product standard.
Therefore, the second sentence in the first paragraph is replaced by:

In accordance with IEC 61850-7-1, the data model namespace shall be declared in TVTR.NamPlt.lnNs as “IEC 61869-9:2016”.

I agree with Roman.
The dataNs approach is not wrong per se.
Using lnNs "IEC 61850-7-4" instead of "IEC 61869-9" nevertheless implies that the 7-4 presence condition applies, not the 61869-9.
This is not the intention of the Table 903, 905, and 907 that defines mandatory presence conditions.
Therefore 7-1 Ed2.1 concludes that the lnNs shall use the product standard name space to enfore the product standard presence condition.
The tissue may be treated as future improvement as part of harmonization with IEC 61850 Ed2.1.

The current sentence "... dataNs ..." is not really wrong, and it would implicitly still apply when being replaced by the proposed new statement.
In addtion, IEC 61850-7-1 Ed2.1 will have a shall statement on lnNs for this very use case of IEC 61869-9.
For these two reasons, I'd think this Tissue could be treated as Editorial improvement; or else as Future improvement.
