168 Order of attributes in MMS components

Issue: It is stated that the order of attributes of 7-3 should be followed as the order of MMS components. This has the following problems:
- the order is unspecified for new CDCs or extended CDCs, also from other IEC standards
- any client has to remember the order of all versions of 7-3 which exist.
- it might get in conflicts with part 6, clause 9.3.7, last paragraph, which says that the order of values within a data set should follow the order defined in the SCL file, because the order of MMS component implicitely also determines the value order of a data set.
Proposal: Change this paragraph as follows:
Within an MMS component representing IEC 61850-7-4 respective 7-3 data attributes, the order of components shall be identical to the order of these components in the ICD file of the IED.

Change the paragraph as follows:
Within a MMS component, representing IEC 61850-7-4 DATA, the order of MMS components is determined by the order of the names of the common data classes (as defined in IEC 61850-7-3 or IEC extensions of it).
For private CDCs the order of attributes within the MMS component shall be identical to the order within the SCL ICD file describing the data model.
