Expected behavior of GoEna attribute at startup is not consistent in IEC 61850-7-2 Ed2.1.
In Table 87, for GoEna attribute, there is the following explanation: "The value of GoEna at IED startup depends on the IED
configuration."
In Table 94, for StNum, there is the following explanation:
"A transition of GoEna to TRUE happens directly at
power-up or restart for properly and consistently configured
GoCB."
For information, tissue 1241 is related to the same topic.
Proposal
First, correct inconsistency in existing standard
Keep statement in the standard that the value of GoEna when server starts depends on IED configuration.
* Remove NOTE in Table 94 which is out of context for GoEna behavior.
* Add a text in Table 87 to indicate that the value of GoEna shall be FALSE if GoCB is not properly and consistently configured.
Secondly, enhance standard as expected in tissue 1241.
