Issue

Ed2 has introduced for SampledValueControl the property smpMod. The interpretation of smpMod is necessary to understand the content of smpRate.
Using smpMod != sample per period leads to interoperability problems with IEC 61850-9-2 LE subscribers, that only know the sample rate attribute and not the sample mod.

Proposal

SampledValueControl block shall be configured with smpMod = smaplePerPeriod when configuring SampledValueControl subscribed by IEC 61850-9-2 LE subscribers.

Additionally, new serviceCapabilities shall be introduce to indicate what the supported MU variant supported by IEC 61869-9 subcribers.

The backward compatibility is already mandated by the 61869-9 product standard. Engineering may be improved, optionally by adding supported MU variant, but this is not a matter of interoperability and needs more thinking.

IEC 61869-9 is requiring merging units to be able to send IEC 61850-9-2 LE compliant frames.
