Issue

The calendar Setting Year/WeekDay requires to configure the weekDay, month, hr, and mn AND with occ the number of the week in a month.

Number of week in a month = 2, 3, and 4 is ok.

What is the 1st week, 5th or last week? This is not defined in 90-10 nor in 7-3.

There are many different solutions in use all over.

Proposal

I propose that the first week is the first FULL (7 days) week starting with a Monday. The 5th or last week may comprise 1 to 6 days of the next month.

Please provide this definition in 90-10 and 7-3.
