Issue

The parameter StNum shall contain the counter that increments each time a GOOSE message has been sent and a value change has been detected within the data-set specified by DatSet.

Proposal

In this case, "value change" is the change in value is due to only dchg (data-change) or any change (dchg, qchg, dupd, any)?

For example, I have a dataset that has two parameters: stVal and q.
If stVal is changed, then stNum should be incremented.
If stVal did not change, but q changed, stNum should be incremented too?

Trigger Option are dedicated to reporting, as per reporting a filter can be used.
For GOOSE any change of a data set member leads to a new state as specified in part 7-2 - independently of any trigger options consideration.
